Problem

Our converter is including CDA sections that essentially say "no data here" as FHIR resources - for example 'vaccineCode': {'text': 'No data available for this section'}, 'resourceType': 'Immunization', 'index': 1}

Suggested solution

Filter these out in the converter, so that users don't have to do it.
