[Feature]: Instance announcements

Description

Mastodon has announcements, where instance admins could announce something for users in the instance to know. Currently, the Mastodon web app, excluding its official mobile apps, have this feature.

Suggested Solution

I'd like to suggest for instance announcements to be available within the mobile app.

Additionally, having an option to receive push notifications when new announcements are made would be helpful.
