Support both btree and extents formats?

It appears this commit supports both the btree and extents formats:

However, the following section seems to only allow the local format:

以下のコミットでbtreeとextents フォーマットの両方をサポートしている様に見えます。

しかし、以下の箇所はlocal フォーマットのみを許可しているように見えます。
修正が漏れているということでしょうか？
