Indeed interesting question. I don't think it's impossible, but maybe a bit painful.
The toughest part is to build gtk4 and libadwaita for windows. Some resources I found:

I am not against releasing Windows binaries if they work stable, can be built using GitHub Actions and someone can be found to provide support for them.
