Describe the bug
When you use the mouse wheel to zoom in/out and the cursor is above the legend will initiate dragging for the legend.

To Reproduce
Open a plot and scroll the mouse wheel when the cursor is above the legend. Then move the mouse around.

Expected behavior
Legend dragging should only begin when the legend is clicked and held with the left mouse button.

  • OS: [e.g. Windows, RHEL 7, Ubuntu, macOS]
  • OS Version:
  • Mantid Version: 6.9.0 (not tried in earlier versions)
