Add an optional force argument to magit-maybe-define-global-key-bindings

When using a distribution such as Doom Emacs, it has already defined many magit key bindings; but I want to use magit's default ones.
But magit-maybe-define-global-key-bindings performs a check to bind only unbounded commands. Let's add an optional argument to allow ignoring this check.

I've added that. On the other hand it's just three bindings. One might as well add those to one's configuration. I expect most affected users will continue to do that instead of reading the code of this internal function.
