Build error happens with arm-none-eabi-gcc 9.2.1 that is installed as apt pkg on Ubuntu 20.04

From mros2 v0.2.1 released at Dec 13 2021, we were finally able to switch the default host environment to Ubuntu 20.04 LTS and ROS 2 Foxy. In this environment, building sample1 for ASP3 kernel could build and work fine even if we use arm-none-eabi-gcc 9.2.1 which is installed as apt pkg. However, another issue happens to build mros2 resource.
