Government/Law issues - Adobting bureaucratic is impossible

As a sub-roman government there is not a decision to adobt feudalism and the decay event does not seem to do anything.
Adobting bureaucratic is there as an emperor however to adobt it requires imperial admin, to get imperial admin you need late feudal first which requires feudal. And if you do become feudal you lose the option to adobt bureaucratic.
