Auto-scan and auto-import/up to turn this into a GitOps tool

If you implement the following features, then a user could run the stacks directory as a git repo, and use the upstream origin as a source of truth:

• Add an option to automatically scan the stacks directory for changes
• Add an option to automatically docker-compose up if a new stack is found
• Add an option to automatically docker-compose down followed by docker-compose up if a stack is modified
