Explore moving all non-core dependencies to Suggests: and list hook dependencies in .pre-commit-config.yaml

This might reduce the dependency graph for people who don't want to use all hooks of that repo significantly. Might have to think about concurrency for {renv}.

plus the .pre-commit-config.yaml will get much longer. And we don’t have control over all recursive dependency versions.
