No unlinked references in right side panel

What happened?

When I shift click to open the right side panel, I can't see any unlinked references. I do see them when I open the entire page.

Reproduce the Bug

1. Shift + Click a page
2. Look for references

Expected Behavior

I expected I would see linked and unlinked references in the side panel

Hi there. Thank you for your response! So, you definitely know better than me on this front, but I did want to draw your attention to this video from 2021 where the unlinked references are clearly visible in the side panel.

Was this a change that was made? Is there some sort of setting I can change?
