Expand/Collapse all keyboard shortcut and menu options don't work on linked references

What happened?

This is very similar to issue #3734

When viewing linked references on a page, using the expand/collapse all function (right-click -> expand/collapse all) does not work. Additionally, the expand/collapse keyboard shortcuts do not work.

Reproduce the Bug

1. Navigate to a page that has a linked reference that includes a block with nested levels
   
2. Right-click on one of the collapsed bullet points in the block to bring up the context menu and select Expand all
   
3. This can also be reproduced using keyboard shortcuts (i.e. ctrl+↑or ctrl+↓)

Expected Behavior

The bullet point should expand/collapse the same as if it were being accessed directly in a page.
