Enhancement description
I am writing an application which needs to test scenarios when keys are rotated. In the application's tests (which run against LocalStack) I wish to use RotateKeyOnDemand, but this API is not implemented.
Could an implementation of RotateKeyOnDemand be considered for a later release?
