No evident acceleration with AMD using installer packages of LocalVocal

THANK YOU for this amazing plugin! Sadly, there are problems with the AMD installer packages and the ZIP archive:

On Windows 11, I downloaded, installed and tested (using the installer packages) OBS Localvocal 0.3.9 for Vulkan and then when that showed zero GPU usage, I tried the hipBLAS installer package. Both appear to only be using the CPU. On investigation, these appear to have only the cuBLAS libraries, and NOT the amdHIP or hipBLAS libraries.

The expected behavior is that these installer packages have the proper hipBLAS and vulkan driver compute interfaces.

On attempting to install the zip archive version of the hipBLAS one, placing the contents of the zip archive as follows:

Downloads\obs-localvocal-0.3.9-windows-x64-hipblas\obs-plugins\64bit.*
Copied to:
C:\Program Files\obs-studio\obs-plugins\64bit\

And

Downloads\obs-localvocal-0.3.9-windows-x64-hipblas\data\obs-plugins\obs-localvocal.*
Copied to:
C:\Program Files\obs-studio\data\obs-plugins\obs-localvocal\

OBS Studio will not launch except in SafeMode, so something is wrong, but I cannot figure out what. Please help! I captured the following startup log from OBS Studio, but OBS Studio will fail to launch unless in Safe Mode (eg: excluding obs-localvocal). Removal of obs-localvocal related files will allow OBS Studio to run normally (with one existing plugin).

Expected behavior is that OBS Studio launches in Normal Mode and the plugins load without crashing OBS Studio.
