Why?

In case of network failure / other timeouts we may have a queue without consumer meaning halt of the contact ingestion.

Framework to prevent this is to implement SimpleConnectionPool.ReconnectionHandler then record the entry into https://github.com/linagora/tmail-backend/blob/master/tmail-backend/guice/distributed/src/main/java/com/linagora/tmail/ScheduledReconnectionHandler.java#L280

Care need to be taken to handle missing queues. CF #1358 (comment)
