multiple ways to execute teal code

In the end, I want 3 ways for users to execute teal code

• an inline string, known at compile time 830be87
• compile an entire teal project, turn it into 1 file and embed that in the application ready to be executed. Blocked by a build.tl file, to help generate code/run tools after code gen teal-language/tl#244
• embed the compiler into the program, use it so the luavm can load teal files directly. This means that tealr needs to download its own teal compiler (And maybe even compile it to get rid of the lua5.3 compat module?) 70d0589

Once part 3 is done, the CI should be updated to only install lua. This should make it possible to enable the Windows CI again
