Choice title should be unique

So far the choice title is not unique, so that it's possible to have choices with identical titles. This is especially relevant when repeatedly importing choices via CSV, as there is no check whether the choice already exists. 
Are there scenarios for which choices with a duplicate title are used or is this something that should be fixed?
