users can update an existing db's relational schema

- users should be able to create/update a database's relational schema
- currently strict that schema's can only be loaded in the beginning, but that is restrictive to users
- apply for sqlite and duckdb
- check if new schema is valid prior to overwriting tables -- only for duckdb for now
