Cleanup older secrets versions

Description

Currently for secrets that we're rotating older vesions still exists in secret manager.
To reduce amount of money spend on previous versions that're not longer relevant we need mechansim to destroy it.

We have such mechanism for service accounts keys: https://github.com/kyma-project/test-infra/tree/main/cmd/cloud-run/service-account-keys-cleaner
