e2e job "ci-kubernetes-e2e-gci-gce-autoscaling" failing for the last 204 days

Dims made a dashboard of failing e2e tests. There's 1 autoscaling one I could find, which is "ci-kubernetes-e2e-gci-gce-autoscaling".
It's been failing for the last 204 days.

The job currently runs daily and fails after 6 hours (see https://prow.k8s.io/job-history/gs/kubernetes-ci-logs/logs/ci-kubernetes-e2e-gci-gce-autoscaling).

It would be nice to figure out why this is happening and get it fixed.

(I'm not too familiar with the history of this e2e test, I think it's cluster-autoscaler related, but I'm not 100% certain on that)
