Update/Remove hardcoded minio-service annotation

Description:

There are one or more seemingly benign but hardcoded references to minio-service. For instance there's one in the KFP UI side: https://github.com/kubeflow/kfp-tekton/blob/master/frontend/src/lib/WorkflowParser.ts#L426

Investigate to find these instances and add them to a variable instead of hardcoding.
