kube-vip-cloud-controller missing kubectl command to create deployment

Following the kube-vip-cloud-controller and noticed that there is an example for creating the Kubernetes service, but not the deployment that the service depends on. It would be nice to update the docs so that it explains how to create the Kubernetes deployment first.
