Describe the solution you'd like
[A clear and concise description of what you want to happen.]
Currently if someone raises a PR for a new feature or a bug, the entire workflows run together and if there was a failed workflow, that would have failed intermittenlty, then they have to re-push, by amending their commit (even if no change) to force rerun of failed tests.
In an ideal case, there has to be a mechanism that would allow re-running failed workflows through github comment.
People with owner and maintainer role should be able to re-run the test by leaving a comment in PR .
If there is a label ok-to-test, anyone should be able to re-run the test by leaving a comment for re-running tests.
