Invalid catalog passes validation #2015

Please use the catalog https://github.com/KBbitsP/FileUploads/blob/main/invalidcatalog.xml, ideally KB should mark the catalog as invalid, however, it seems that it is allowed to be uploaded and then shows the error. Tested with 0.24.10.
