Allow setting default section config for each sheet type

Hi (again) I was organizing some new character sheets and i was wondering if it would be possible to set the order of the standard labels with a default option?
For example in the image the regular version has them inverted Action-> Features
But it could be quite comfortable to have a way to put another default order

The upgrade to section management required for this to work would also open the door for other possibilities with section configuration. Essentially, we would need knowledge of all possible sections consolidated to reference-able data and ideally bundle section partition in with this collection of information. Currently, partitioning is imperative during sheet prep, as is section knowledge. It is born of the items a sheet owns, for example. Instead, it would be nice to have full knowledge consolidated so these types of configurations at the world level could be possible.
