Hold down duration ignored for initial hold before repeat

I expect this key map to hold down the action for 5000ms, then hold down for 5000ms every 50ms until the trigger is pressed again.

Instead it holds down for as long as I am holding down the trigger, and after 5000ms has passed since the key down event, the action is held for 5000ms every 50ms until the trigger is pressed again.

I would expect the hold down duration to be respected regardless of how long I hold down the trigger.
