epic: cross-region deployment

Demo Objective

With https://github.com/kcp-dev/kcp/pull/3712/files, we have the first cut of how one can deploy kcp in production.
We need to take this forward. KCP was always intended to be deployed across regions where individual shards represent a region, and we have a global spanning system. While we know this works - we need to do the following:

1. Document how one can deploy kcp cross regions to replicate public cloud setup (3 datacenters to start with) and 3 shared frontproxies.
2. Update kcp-operator to support asset export to seed regions, where kcp operator running in single cluster would generate assets for other clusters and "child kcp operators" could pick them and use. This is the current gap in the KCP operator as it's a single cluster only.
3. Identify what needs to change in workspace scheduling to support better DX/UI in these types of environments.

Demo Steps

1. Show how once can use kcp in multi-region setup, where shards represents datancenters
