Juxtastat users should be able to link multiple devices together and use them as a single unified account

Model:

add a device_id (?) honestly not sure if this is necessary, but might be
add endpoints for pulling down a user's history (or entire quiz state? We should probably also synchronize friends. This would not be a moderation issue as we'd just be serving a user's content back to them)
add something that merges a user's history in when loading the site
a way to set your persistent id and secure id (and a way to see your secure id)

Also would help significantly with the backup issue, as we could just tell people to write down their persistent and secure id.
