The link is not clickable when creating a custom command and adding a link to a "warn". The link was previously clickable in chatcontrol v10.

Set Make_Chat_Links_Clickable to true in ChatControl config AND in VelocityControl config.

Steps to reproduce

Add a command to command.rs in chatcontrol rules, with a link
Set Make_Chat_Links_Clickable to true in ChatControl config and in VelocityControl config.
Run command ingame and try to click the link in chat.
