Help pop-up hides code-completion pop-up

Also a way to control when they pop-up, they are only useful less than 1 percent of the time and I hate it when the browser is "stuck" trying to render the thing and not keeping up with my typing. In this case If I haven't typed anything in the last minute it can pop it up, not on every character I type.

btw. The code completion tries to also pop-up a suggestion however it is hidden by that pop-up, barely a sliver of it visible.
