Control execution order of notebooks

Is it possible to control the execution order of notebooks? For example, given

root: report
parts:
-  caption: Features
    chapters:
    -  file: feature.ipynb

where "report" is a notebook "report.ipynb", how do I ensure that "report.ipynb", the root, is always run first (instead of last)?
