How to extract rotated text in cell

First of all, I'm sorry for using a translator. The sentence may be awkward.

I have a question. I want to read rotated text in a cell, how do I use it? The entire page is not rotated, but only specific cells are rotated.

I may not be very good at it, but even if I try to extract it, I think I'm reading it wrong because I'm reading from the top..
