/kind feature

What happened:
In our bi-weekly meeting we have discussed moving wing being downloaded from a release of tarmak from Github and instead be included into the environments S3 bucket. This will do away with the need for --wing-dev-mode being set during wing development and negate having a 'broken' master.

What you expected to happen:
We should bundle wing into the tarmak binary, which is then stored into the environment's amazon S3 bucket.
We need to ensure we keep track of hashes to verify the binary when we download on the instances.
