What Operating System are you using (both controller, and any agents involved in the problem)?

Linux (ubuntu 22.04)

Reproduction steps

1. Create a Jenkins job with 10 tasks running in parallel, each task simply sleeps for 10 minutes.
2. The job will take a total of 20 minutes to complete. During the first 5 minutes, the Jenkins plugin hasn't started provisioning the machine yet. Provisioning machines only cost 5 minutes.

Expected Results

The job should take 15 minutes to complete.

Actual Results

The job takes 20 minutes to complete.

Reduce the waiting time; an additional 5 minutes of waiting is too long.
