Utils documentation missing for populate_history management command

Describe the bug
In the utils documentation there is no entry for populate_history. I am proposing we add that. If there is agreement I would like to issue the PR so I can get used to contributing

Steps to reproduce the behavior:

1. Navigate to utils
2. Notice missing documentation

I would expect the command to be documented
