hotspot not running on kali or parrot os

hi, i installed a fresh kali on raspberry pi 3 and install Raspiwifi, all ok, but, after restart i cannot see RaspiWiFi Setup network, same results on parrot os.
on fresh Raspbian Buster Lite, all working fine!
how to fix it?
UPD: if i connecting to raspberry using cable (kali os)
i see running web service

but in wifi list is not active, !
also, if i connect, to 10.0.0.1, and select for wich wifi i want to connect, raspberry will not connect!
