while in vehicle action icons do not appear, also phone is broken causing soft lock

while in a vehicle the action icons in the bottom left corner of the screen do not appear

using the radio and toggling headlights works however using phone causes all input to stop working and effectively soft locks the game until you save and reload

Did you ever figure this out? I'm having the same issue. I notice my weapon gets drawn every time I accelerate also, which I think may be related.
