Unable to get server OP or commands to run in console

Hello I'm setting up a vanilla server with plugins but most of the plugins want permissions. I am unfamiliar with plugins so I am struggling to navigate where to change permissions (my permissions.yml is empty). I tried to check config.yml in EssentialsX but I cannot seem to find where to change command perms. Outside of messing with the internal files, I also dont know how to get commands in console to work when the server is running. I usually just run docker attach but "?" "help" and "/help" havent brought up a list of commands to use. I could have things set up wrong but I would like to have an understanding of where I need to look for things and where things belong.

A friend of mine helped me with this and vanilla does not have the same setup that modded has. I needed to use sudo docker exec -i vanillamc-docker-mc-1 rcon-cli to access the commands I needed.
