Credo che sarebbe conveniente riabilitare allowCreate e indicarne l'uso con False.
AllowCreate in SPID verrebbe accettato con False oppure potrebbe essere assente.

Al momento DEVE essere assente, questa impostazione innalza i costi implementativi con diverse librerie SAML2 che lo richiedono valorizzato con True o False (default False). Questa modifica non romperebbe le attuali implementazioni all'interno della federazione SPID.
