Add ability to search for nearby times in a wider radius

• This requires updates to the rest api, website and Android app. It may be worth breaking this up into separate issues if it proves too much work for one issue.
• In the overflow menu, there should be a button saying "Change Search Radius"
  • Clicking this button opens a number picker
  • Selecting a number closes the number picker, fires off a http request to the rest api to get the new updated times, and displays the updated times in the ui if/when they come in
• If no nearby times are found, then below the message on the screen saying that there aren't any nearby times, there should be some text and a button that allows changing the search radius in the same manner as above (with the number picker)
  • We could also have buttons and explanatory text for changing location/date
