Remove version numbers from URIs

these will create problems in the future, if new version URIs emerge, the software will need updates. Changes to a concept are significant enough to merit a new version number should instead get a new URI; the vocabulary manager will then need to decide if the new concept should be included in a vocabulary. This will need careful consideration of the kinds of changes made; for now we'll roll it down the road and deal with it when there's actually a problem....
