Fix shared routinator for multiple instances after changing outgoing ip

After #1930 multi instance deployment use their external IP for outgoing requests. This is also the case for communication to the shared routinator instance on dev1. Either all the public IP's should be added to the routinator allowlist, of the dev instances should use the internal network to contact dev1 routinator. Or maybe something else?
