enable and test Shared WQs #1246

For DSA/IAA, our default config enables dedicated WQs only. Let's add shared WQs too and enable e2e tests.

Also, looks like "Update/add iaa/dsa rules for "Shared WQ" capable nodes" from #1040 is not yet implemented and should be covered.
