remove netifaces from dependencies #380

This package is seen as a dependency

At this moment in time there is no windows prebuilt package for windows wihtin pypi for netifaces.

https://github.com/al45tair/netifaces

This is a dependecy obtained from oslo.utils

can you please reduce the dependencies in this package from requiring oslo.xx ?
