Annotation for period doesn't accept times in the case that time formatting doesn't include a date

Steps to reproduce:
List the minimal actions needed to reproduce the behavior.

1. Create a chart on a dashboard
2. Format the time axis to display hh:mm:ss
3. Select a date range a few days in the past
4. Attempt to create a time range annotation
5. Enter the times for the annotation date range

Expected behavior:
The attempt to create an annotation should succeed

Actual behavior:

It appears that the missing date is causing some erroneous assumption about date to be made

Capturing additional noted issues:

• Annotations don't get loaded with the timestamp of the point clicked to create the Annotation.
• Annotations that cross date boundaries don't appear properly even if the data does go beyond the time set. (i.e. even if the full range of the annotation is within the _time frame of the data being displayed)
• Annotations don't contain dates if you have not selected to display dates on the X-axis (therefore it sometimes complains of dates in the past when they are not in the past they just don't have dates in the timestamps)
• Annotations that are off the page when zooming occurs are placed on the wrong point of the x axis.
