installing custom rebuilt cia's error

hi so i have come across an issue untouched cia's work fine so does hb but cia's like busty may mod or reaper sun (the latter i took the layered FS files and replace them in the extracted cia and rebuilt it yeilds the error "15:08:25 - pyctr.type.romfs.InvalidRomFSHeaderError: Length in RomFS Lv3 header is not 0x28" i assume this is a safety feature to prevent bricks (via malicious cia's) is there anyway to fix the lv 3 header or bypass this safety measure thanks
