Previously it was working but I guess due to some package dependency the error started coming up. following is the stack trace

In case anyone still has this problem, I got it running like as follows:
Keras==2.2.* Pillow==5.3.* tensorflow-serving-api==1.12.3
sudo add-apt-repository ppa:deadsnakes/ppa sudo apt-get update sudo apt-get install python3.6
virtualenv --python=python3.6 myvenv source myvenv/bin/activate
export TF_BINARY_URL=https://files.pythonhosted.org/packages/cc/7b/5bdce6b6323b314ce44aa5be7b531ba0e70c50ecd18e91bd1823ff9b539d/tensorflow-1.12.3-cp36-cp36m-manylinux1_x86_64.whl pip install --ignore-installed --upgrade $TF_BINARY_URL
