At OSMOldOutputter and OSMChangeOutputter the number format is provided with NumberFormat.getInstance() which is the number format for the current default locale of operating system.
But the number format of shp files is mainly NumberFormat.getInstance(Locale.ENGLISH) with dot '.' for decimal symbol.
