Make ordinary workspaces blur behind like special workspaces #9463

Description

Finding that blurring behind (which is an option for special workspace now) can make the workspace into a somehow focus mode. It would be awesome to have this as a workspacerule for any workspace.

I also want to make all the widget stuff (like waybar) to be blurred too. This makes it more like a focus mode.
