Under heavy system load, ANR hyprland-dialog effectively forkbombs

I don't really have an idea how this started, but I left my laptop for a few hours and came back to my laptop thrashing due to OOM with many hyprland-dialog windows open because hyprland-dialog was not responding.

I suspect that this sequence of events happened:

• while locked, some application failed to respond to pings
• hyprland launched an ANR hyprland-dialog instance
• hyprland-dialog stopped responding for whatever reason
• more ANRs got launched
• these stopped responding as well
• repeat until there's no more RAM and swap

A workaround that works for this is to disable ANR or increase anr_missed_pings, but anytime the machine locks up hard enough for hyprland-dialog to trigger ANRs, this is going to happen.

Any chance we can skip creating ANR windows for hyprland-dialog?
